New law: passport photos only directly from the town hall from May 2025!

From May 1, 2025, it will no longer be possible in Germany to submit paper photos for passports and identity cards to ID authorities. The aim of this new regulation is to prevent image manipulations, especially through morphing techniques. Like Merkur reported, biometric images will have to be transmitted directly to the passport authorities by certified photo studios or service providers.

However, town halls that have the necessary technology can make passport photos independently and request a fee of six euros. According to Merkur Plan almost all town halls in the district to offer passport photo machines or stand devices. Only the communities of Gmund and Schliersee do without this option. In Schliersee there is no suitable location for a machine, while Gmund shy away from the effort for a stand device, but can offer a photo service nearby.

Hausham, on the other hand, only uses the device for emergencies because there is a photographer in the community. Bayrischzell, on the other hand, will develop a software solution to create digital passport photos with your cell phone because there is no machine available.

The municipalities are aware of the problem for photographers, but prioritize civil friendliness. While some municipalities expect the devices to be delivered from the beginning of the year, others expect delivery by May. The costs for the devices are not burdened with the municipalities.
