Adult representation under pressure: press conference on June 13th!
Bankgasse 8, 1010 Wien, Österreich - On June 6, 2025, the Austrian Disabled Council announced that a press conference will take place on June 13, 2025. This conference will be held at the Concordia press club in Vienna at 10:00 a.m. Participants are Martin Ladstätter, Vice President of the Austrian Disabled Council, Julia Moser, chair of the independent monitoring committee, and Bernhard Achitz, the public prosecutor. This event focuses on the planned changes in adult protection law, which are planned in the Budget accompanying law 2025. Media representatives can also participate online via zoom.
The amendment to the Adult Protection Act will be important for many people with disabilities. According to the current information, the second adult protection law comes into force on July 1, 2028. It should strengthen the rights of self -determination of people with a judicial representative. However, the planned amendment provides that some of these rights are partially dismantled. In addition, the review period for the judicial adult representation is extended from three to five years, while the obligation to review an adult protection association is deleted.

The upcoming changes in adult protection law are in the context of the UN Convention on the rights of people with disabilities. This convention, which consists of a preamble and 50 articles, defines the basic obligations of the states to ensure human rights for people with disabilities. Article 1 describes people with disabilities as people with long -term impairments who can be prevented from participating in society. The convention aims to achieve empowerment through self -determination, freedom of discrimination and equal participation.
In particular, Article 3 emphasizes respect for human dignity and individual autonomy, while Article 19 demands the right to independent lifestyle and social participation. The principles of the convention oblige the states to create barrier -free infrastructure and to overcome obstacles to participation. In Europe, and especially in Germany, where the convention was already ratified on March 26, 2009, there are already measures to implement. However, Austria and Switzerland face challenges and must continue to work on the implementation of the requirements.

Despite the progress achieved by the adult protection law and the UN Convention, there are still considerable challenges in both Austria and Germany. In particular, the rights of people with disabilities must be consistently promoted and secured in order to reduce discrimination and to ensure participation in society. The upcoming press conference offers an important platform to discuss these topics and to inform the public about the upcoming changes.
