Financial chaos in the district: municipalities are facing bankruptcy!
Freising, Deutschland - The financial problems in the Freising district are growing more and more. In a meeting of the district committee, Johann Stegmair (CSU) urgently warned that the municipalities drive "sighted eye on the wall". The reason for this is the planned increase in the lifting rate for the circular levy by five points by 2025 in order to set up an approval -capable household. According to the treasurer Christel Rummel, the Situation is so serious that an attitude stop in the district office has already been imposed in order to cover the personnel costs. The unclear financial situation of the district is another point that deals with those responsible. The municipal examination association has already objected to these residues. In order to eliminate these grievances, the district committee plans to award the task to process the residues to external service providers by 2029. For this purpose, around 1.2 million euros are planned, which must be approved by the district council in order to transfer the urgently needed specialist knowledge to the financial administration.

Despite the dark forecasts, District Administrator Helmut Petz (FW) does not want to give up all hope. He relies on negotiations with the Free State to receive more support. In a crisis round with around thirty district administrators and MPs from CSU and FW, they want to discuss how the municipalities can be helped effectively. "We no longer want to be stopped," emphasized Petz, demanding that social peace and economic prosperity in the municipalities should not be endangered.
The district's finances are made up of key allocations and the circular levy, which is paid by the municipalities. In 2024, the lifting rate is to be increased from 49.9 to 51.4 percent and then raised by another five points. This is considered to be questionable because it significantly limits the individual municipalities to the scope for their own investments. Freising Mayor Tobias Eschenbacher (FSM) described this approach as "unacceptable" and suspected that the district wanted to be ate up at the expense of the communities.
Stegmair, on the other hand, expressed his relief that in the past, the rate of lifting was not lowered less than 47.9 points so as not to predict the hard times. This distortion of circumstances raises questions: How can it be that the Free State is debt -free while the municipalities have to take out loans? This inequality ensures incomprehension and disappointment among those responsible in the district.
Personnel costs and administrative crisis
Another critical point is the increase in personnel costs in the district office. Uwe Gerlsbeck (CSU) calculates that the administration has grown by 180 jobs in the past six years. Despite committed controversy and financial bottlenecks, the necessary decisions were made. "We covered everything with money," said Schneider. However, the staff is currently with their backs to the wall, since the increased costs are difficult to manage.
Even if a new federal government may come into office next year after the upcoming elections, those responsible are skeptical about a quick improvement. Schneider in particular warns of unrealistic promises from politics that aim to present this crisis as a huge mistake by the current government. "It is dishonest to say that this development would not have happened to us," he says and represents the current financial misery as a serious problem.
