In the district of Ebersberg, the municipalization of the power grids has been working for almost nine years. A central goal of this initiative is to enable the municipalities to participate in network expansion and to improve the municipal finances through network charges. According to the current reports, however, the actual income from these network charges are less than originally expected, such as the Süddeutsche Zeitung reported.

Against this background, Eberwerk GmbH plans to participate in a new wind farm in Ebersberger Forst. To this end, the "Project Society Bürgerwindpark Ebersberger Forst" is to be founded. The consent of the mayors as well as the city or municipal councils is necessary for this foundation. In public sessions in Ebersberg, Vaterstetten and Markt Schwaben, approval has already been given, although some committees have expressed concerns about the development of the boar and taking over the power grids.

Details on the wind farm project

The concession contracts for the power grids expired in 2016, and 19 out of 21 district municipalities invested a total of 8.4 million euros in the takeover. Eberwerk, which was founded at the end of 2017, has been holding 51 % of the shares in Ebernetz GmbH & Co. KG since then, while 49 % of the shares are located at Bayernwerk GmbH, a subsidiary of Eon. Ebernetz manages the power grids in all district municipalities with the exception of Baiern and Hohenlinden.

The investments of the municipalities varied depending on the size; For example, fatherstetten invested 1.32 million euros, while Ebersberg contributed 730,000 euros. However, the originally desired returns of 6 % per year are not currently reached - the actual return is around 2.5 %. Mayor Leonhard Spitzauer (CSU) and Bernhard Spötzl (FDP) criticized the unattended promise of returns and attributed the low return to resolutions of the Federal Network Agency for capacity and optimistic assumptions in the profitability calculation.

In connection with the wind farm, no financial obligations or liability risks for the municipalities are intended for the project company. The financing of the wind farm, which is expected to cost 30 million euros, is to be made through market shares and loans. The start of construction of the wind turbines is planned for 2024, with commissioning in 2027. According to the eberwerk-website , the expansion of a maximum of five wind energy systems in Ebersberger Forst will be the important step towards energy broadcasting and to achieve the 2030 climate protection goals. These wind turbines are intended to complement the existing photovoltaic and biomass systems and contribute to the gradual energy self-sufficient in the Ebersberg district.
