Karlsfeld: Property tax reform brings new lifting rates from 2025!
The focus was on the consequences of property tax reform at the most recent meeting of the main and finance committee in Karlsfeld. This reform was created six years ago when the Federal Constitutional Court declared the basis for the calculation at that time to be unconstitutional. The old practice was based on building values from 1964, which, according to the judge judgment, led to the disadvantage of property taxpayers. From January 1, 2025, new calculation bases should now apply, which forcing the municipalities to adapt their lifting rates. According to Giesinger, a further increase due to the property tax reform is not to be expected, even if a security surcharge of five percent could still affect most households. This would increase up to 570 percent, which would bring additional income of around 180,000 euros. It should be noted that the municipality has to send around 11,000 new property tax notices from the beginning of next year, the costs of which amount to around 15,000 euros.
"We have to make sure that we come out with a black zero," explained second mayor Stefan Handl (CSU) and underpinned the need for the security surcharge. He pointed out that in view of the higher objections, adjustments to the lifting rate could occur, which would not affect all citizens. Finance officer Stefan Theil (CSU) also feared that many notices would be contested, which could endanger the stability of local finances.

Peter Neumann, head of the alliance faction, expressed concerns about the additional burden for the citizens at a time increasing costs and pleaded to wait until the actual income is known before the rate is raised. Christian Bieberle (CSU) saw the increase in the lifting rates a need to take into account the new, fairer calculation basis. Beate Full (SPD) warned that the citizens could wrongly believe that it was a tax increase. She called for a clear and understandable explanation of the reform about the municipal media. These proposals were immediately forwarded to the community treasury after the municipal council voted on it.
