Zwickau, Deutschland - The district administrator of the Zwickau district, Carsten Michaelis, has called for a comprehensive reform of local financing in an urgent press release. The background is the enormous financial difficulties of the municipalities that suffer from an alarming mismatch of increasing expenses and stagnating income. Michaelis emphasizes that the municipalities need reliable financial resources in order to be able to plan in the long term. Here, as an example, he mentions the poor mediation for the maintenance of the state roads, where the district registered an additional need of 270,000 euros, but only received 4,100 euros, which corresponds to a shocking deficit of 98 percent. "It is unacceptable that the Free State does not meet its obligation," says the CDU politician, and calls for equal treatment of the municipalities by the Free State and the Federal Government.
Financial equalization in Bavaria brings new hope
In another initiative, the Free State of Bavaria and the municipalities agreed on November 4, a significant municipal financial equalization, which comprises an impressive volume of twelve billion euros. This agreement, strongly shaped by the free voters, is considered crucial progress in order to relieve the tense households of the municipalities. Michael Koller, member of the state parliament of the free voters, described the agreement as a "satisfactory solution", which was particularly necessary against the background of the difficult budget of the federal government and the associated challenges in Bavaria. The lack of tax revenues and the increasing social expenditure are heavily burdened by the municipalities, while the new key allocations to over 22 million euros will increase for the district of Berchtesgadener Land if the Bavarian state parliament agrees.
This step, which also provides for an increase in key allocations by almost nine percent next year, shows the determination of the Bavarian government to improve the financial framework for the municipalities. For example, the municipalities belonging to the district could benefit from an increased budget in the context of municipal financial equalization and possibly better overcome structural problems, as District Administrator Michaelis appealed.
