First cannabis cultivation in Baden-Württemberg: permits granted!

In a groundbreaking step for cannabis cultivation in Germany, two associations in Baden-Württemberg have received the first permits for the collective, non-profit cultivation of cannabis! The “Cannabis Club Südwest e.V.” in Achern and the “CSC Grüne Liebe Rhein-Neckar e. V.” Cultivation can now officially begin in Mannheim. These approvals were granted on Tuesday November 19th after clubs had already submitted their applications in July. The permits contain precise specifications regarding the location of cultivation and the maximum amount of cannabis that may be produced and distributed annually.

An important step for responsible use

Social and Health Minister Manne Lucha emphasizes the importance of this law: “With the law on the controlled handling of cannabis, we will improve health, child and youth protection and curb the consumption of dangerous products from the black market.” These initial approvals mark a decisive step forward in the implementation of legal requirements aimed at making the cultivation of cannabis for adults safe and responsible. District President Carsten Gabbert adds that careful examination of applications is essential to ensure both the liberalization of cannabis and the protection of minors.

The two associations have optimized their applications in close cooperation with the authorities and already largely meet the legal requirements. The Freiburg regional council has already received a total of 66 further applications from growing associations, which are now being processed one after the other. The authority expects that these applications could soon lead to positive decisions, as usually only a few documents are missing. Gabbert explains: “The decisive factors for the timing are the quality of the application documents and the willingness of the growing associations to cooperate.”

The Consumer Cannabis Act (KCanG), which comes into force on April 1, 2024, allows cultivation associations to submit applications for permission. In Baden-Württemberg, the regional councils of Freiburg and Tübingen are responsible for approving and monitoring the cultivation associations in order to ensure safe and regulated cultivation.
