In addition to the challenges of VAT, the financial administration also plans to strictly examine the tax regulations for private photovoltaic systems. These systems are considered commercial operations and require precisely observance of the sales tax requirements. However, the small business regulation enables many private operators to free themselves from sales tax liability, which could increase the attractiveness of photovoltaic systems, according to pv-magazine.de .The recently introduced regulations enable simplified removal of the photovoltaic system from the entrepreneurial area if over 90 percent of the generated electricity is used privately. This applies in particular to operators who store their electricity in batteries, including use in electric cars or heat pumps.
