Climate target 2040: Europe is facing a decisive decision!
On November 4, 2025, the 27 environment ministers of the European Union, including Austria's Minister Norbert Totschnig (ÖVP), will face a significant decision on the EU's climate targets for 2040. This will be discussed during an upcoming meeting on Tuesday. Particular focus is on the EU Commission's proposal to reduce greenhouse gas emissions by 90 percent by 2040 compared to 1990. Although the proposed value is ambitious, due to significant reservations in Member States, the requirements could be relaxed in order to reach a common consensus.
The upcoming agreement on climate targets is urgently needed as the World Climate Conference (COP30) is taking place in Brazil from November 10th to 21st. At this conference, EU countries' proposals and strategies are expected to play a central role. If there is an agreement on the 2040 climate target, this will also have an impact on the 2035 target. According to a declaration of intent from the federal states, the aim is to achieve a reduction of between 66.25 and 72.5 percent compared to 1990. These climate goals are in the context of the Paris Climate Agreement of 2015, which ideally aims to limit global warming to a maximum of 1.5 degrees Celsius. UN Secretary-General António Guterres has regrettably described the probability of reaching the 1.5 degree target as “inevitably” declining.
