Heinsberg reformed property tax: New lifting rates should reduce housing costs!
In Heinsberg, a new system for property tax survey will be introduced from January 1, 2025, which is based on legal requirements and local conditions. This was recently decided by the city parliament. The reform focuses on the reassessment of land and real estate, which brings significant changes in the tax basis. These new evaluations were carried out by the tax authorities based on data that had to be reported by every owner.
The main intention of this reform is to avert additional financial burdens for residential property that could be caused by a uniform tax rate. Mayor Kai Louis explained that in Heinsberg the proportion of property tax measurements increases in residential properties, while the proportion of non -residential properties is decreasing. The analysis shows that the proportion of residential property increases from 64.73 % to 74.87 %, while the proportion of non -residential properties drops from 35.27 % to 25.13 %

In order to take into account the regional development, the state of North Rhine-Westphalia has provided a comprehensive overview of the lifting rates of all municipalities that are intended to enable a new amount of property tax reform. This neutrality means that after the reform in 2025, the city of Heinsberg is expected to achieve a similar tax revenue as before. It is important to emphasize that this neutrality is not synonymous with unchanged individual tax burdens.
An innovation by the state legislator allows municipalities to apply differentiated lifting rates for residential and non-residential plots. Heinsberg will make use of this possibility. From 2025, the previous rate of property tax B will be increased from 500 % to 490 % for residential plots and 797 % for non -residential properties. The future rate of property tax A will also increase from 320 % to 559 %.
Mayor Louis added that in view of the continuously increasing ancillary living costs and dynamic developments on the real estate market, additional burdens would not be justified by a uniform tax rate. The differentiated lifting rates are intended to help you maintain the previous level of overall pollution for residential property and to keep an excessive property tax burden as low as possible.
However, it should be noted that these changes do not rule out that there can still be shifts between the categories of living and non-residential properties that the city cannot control. Mayor Louis also emphasized that the exact tax pollution for individual properties from the new lifting rates cannot be derived. The rate of trade tax remains stable on the current model at 431 %.This reform has become necessary after the previous procedure on the basis of evaluation was classified by the Federal Constitutional Court as unconstitutional.
